With the change of enchanted book trades with villagers, I do think it's an interesting idea to have some books be biome specific as this would incentivize player exploration to get all the different villager types. However, I disagree that this change should be for ALL of the books. Because if mending and efficiency are the most used 'master' level books, it makes no sense that only specific biomes would have them. What about a swamp makes it the only place to get mending? What about a savannah makes it the only place to get sharpness? I can understand flame and fire aspect being in a desert and aqua affinity and frost walker being in a snow biome, but for the master level book trades it makes no sense as there's no real way to tie them to a biome.
In my opinion, master level book trades should be global across Minecraft worlds as you can't really pin them down to a specific biome as you can with the more elemental enchantments. So my advice / opinion would be to only have biome specific trades on the 'lower' tiers of books and books that make sense to lock to separate biomes, and keep the 'mid' to 'master' tiers global, as in they keep the same system that we currently have and are just randomized.
