Trading with the new librarian villagers added in Minecraft 1.20.2. I think the master villager enchantment book level should be randomized to leave room for the maximum level of enchantment.
First of all, I think the dev team's idea of distributing enchantments across multiple biomes is a good one. However, there are three problems.
The First is that the anvil does not allow enchantments that cost more than 39 on an item. I understand that this is a technique to make it impossible to continue using one item. However, with tools that have many corresponding enchantments, such as swords and boots, especially with this change in specifications, there is a possibility that it will not be possible to attach all enchantments frequently. This can be unreasonable and can be extremely stressful for players. Because trading with librarians was the most major way to get around the cost cap.
The second is that you can purchase a random maximum enchantment for non-master levels. Smite, for example, is random and can trade up to level V. Although this is one game, there is too little sense of unity. I think it is very important to have a sense of unity in the way games are played.
Finally, if the level of enchantment that can be purchased from the master is halfway, the value of villagers other than swamp and snow villagers will be relatively low.
