Anvils need rework

With the new villager changes introduced, it would be really ideal to rework anvils as well. The villagers now trade lower level enchantments and due to that you can't really make fully enchanted gear without using the enchantment table first.

The ideal thing here would be to either delete or raise the cap of the "too expensive" feature in anvils.
