[Bedrock Parity] Add the Progress Pride Cape to Java Edition too

Today, a wonderful cape focused on all things pride came out on Bedrock Edition. But when I went to the Java Edition Launcher, I didn't see that cape in the capes section of the edit skin part. I think it would be nice to have this cape on Java as well.
