Since the recent update regarding the new trading system,and the nerf to librarians,people have realized that the anvil system has a lots of issues, like the fact that in a world with mending being obtainable trought swamp villagers the anvill will be used a lot more than usual, and the system behind it must change to balance it out.
The anvil work penality when repairing and enchanting an item, this is the reason why mending is so op, eventually, if repaird with an anvil, the item will end up costing too much and it will be trown away because it will be useless, something that mending solves by using exp to repair it without any limit, this feature is going to hurt players so much after the change to how librarians works, it's fair that mending should be a rare enchantment, but by making it rare the problem with anvil's system comes in, so a solution could be this
Add a Netherite anvil,this special anvill will be indistructible, and it ignores the penality when repairing an item/enchanting one, but it will cost a netherite block(maybe with the same crafting but with the netherite between the 2 iron blocks) and it will always ask the double amount of experience it will normally do at the first use with an item(if the 1° repair of an item costs 3 lvl on the normal anvil it will always cost 6 on the netherite anvil, but it will never change) so if you play in early game you can still use the normal anvil but it will eventually be better use the netherite anvil over the normal one
