Librarian villagers can give you any enchantment on the novice trade, and I'm fine with that feature. I understand why the developers think it's got to be changed, though, and I think they went in the right direction in two aspects:
1 - The biome exclusive enchantment thing is a great idea, adds more depth to the game and forces players to explore different biomes
2 - Having better enchantments exclusively available when you upgrade the villager to Master is a good idea
However, I do think they got it wrong in this one aspect:
- Max enchantments (Efficiency V, Sharpness V, Protection IV) are now way harder to consistently get on their raw form. Surely you can combine some Efficiency III in an anvil to reach Efficiency V but that Efficiency V book won't be raw and it'll make the Pickaxe more expensive than if you had a raw Efficiency V book source.
I think this mistake is serious and this new mechanic shouldn't be implemented until they find a fix for this. So in my point of view there're two options, either allow Master villagers to sell max-level enchantments or revamp the whole anvil mechanic so you can limitlessly combine books and fix tools.
