The actual oceans are very peaceful and the only hostile mob found there is the drowned, so there could be a new hostile mob that uses a similar formula as the warden (that you're supposed to run from it, not fight it) to make the oceans more challenging. Maybe a good spawn point would be in the very bottom of the deep oceans. If you get too close to it, it will start chasing you (at player's speed) and attack the player with powerful bites, it'd also never leave the deep ocean biome.
The most efficient way to run away from him is by throwing food at it, so it'd chase the food and eat it. Also, it could get the effects of the food you throw at him (for example, if you give him a poisonous potato, it'd get the poison effect)
Its design could be a prismarine shark, a dead coral beast or a prismarine turtle (with a similar size to the warden).
Its name could be ''Deep diver''.
