When you visit an End City in Minecraft, they often have a lot of End-game loot, and rightfully so. The End is, well, the End, so it makes sense that they have a ton of good loot. However, 1.16 added a new armor. Netherite, rendering the old diamond armor obsolete. Plus, Netherite in end cities makes sense lore-wise too. Remember the End Rod? Do you know how it's crafted? With blaze rods. So, obviously, whoever built the End Cities has been to the nether. And why wouldn't they take some Netherite ore back with them? It seems very strange that no netherite is to be seen in these fortress, isn't it?
Now, you may be thinking, "Why would they leave NETHERITE in their citadels, wouldn't they just wear it?" Probably to protect it. I dunno. Probably for whatever reason they just left overpowered diamond gear and DRAGON WINGS in the cities.
As a closing thought, I would like to propose loot spawning for the netherite. The gear would spawn 1.3% of the time, which is less than half as likely as the chance of you finding diamond horse armor, which spawns 4.6% of the time. It would only spawn in the end ship, too. This would make it harder to find, but also rewarding when you find it. This encourages two things. Exploration of the end, or braving the nether. Both of which are equally good options.
(Plus maybe 0.23% percent of netherite comes with a unique spire armor trim to add extra incentive to explore more to find rare armor? Maybe a purpur trim found only on that armor?)
