Marketplace Subscription Service

Separate from the current purchasable content in the Marketplace, provide a subscription service that would allow users to download and create any and all user generated content (that doesn't violate any laws or ToS agreements) with the same or as close to customization options as in the Marketplace all within the game. Let users upload their content for free use (meaning non subscribers can play this content) for a hefty fee. Have a verification process for popular content which produces a list of compatible devices, age ratings, multiplayer compatibilities, and more. To see unverified content, users accept an agreement that warns them of any risks associated with the use of unverified user generated content. Have a report system for content that violates laws or ToS agreements. Xbox parental controls can be used to limit the content seen by child accounts. And I think that's it.
