Fix minecarts over distances (realms)

The crazy short leash on minecarts traveling on their own makes them useless for transporting materials. Even from one side of a small village to another. Spending a bunch of time building an automated material transport system only to have to walk down the line manually anyway defeats the entire purpose of the minecarts. As they stand right now, chest minecarts are only useful as part of Redstone circuits. Please fix.
