Seperate UI scale for debug menu

On my 4k monitor I have to play with UI Scale 2 for the UI to be viewable naturally. Under this scale, the debug menu takes up the majority of the screen when active. When I wish to use the debug menu, I have to reduce my debug scale to 1 leading to the hotbar and inventory being too small to see without having to focus my eyes on it.
