Spider Jockey of the Sea: Drowned on Undead Dolphins

When a Skeleton spawns, it has a slight chance of spawning  on a spider's back. I like the idea of using that concept with the Drowned. What if when a Drowned spawns, it has a slight chance of spawning on the back of an undead variation of a Dolphin? The Drowned are considered by most to be a pretty lame edition to the game, so adding the chance of them spawning in a more dangerous state would liven up the shores a bit. It would also add interesting dynamics to the Drowned's attacks. For example, the Dolphin Jockey would remain hostile towards players even after they have exited the water, and thanks to the dolphin, could breach the surface to attack players.
