[Bedrock Parity] 1 Block Tall Flower Bone Mealing

This is a bedrock feature similiar to bone mealing 2 block tall flowers, but for some reason it hasn't been added to java yet, i honestly find this feature really useful for farming flowers/dyes so i feel like java should probably have this aswell.
This feature allows players to use bone meal to spread the flower being bone mealed to surrounding blocks, allowing for easy reproduction of flowers without having to be in an specifc biome.

Tell me if there's anything i should add ;P
