Iceillagers

These would look like frozen Evokers and summon blocks of ice instead of Vexes and throw them at you, if you get hit you get you are incased in one block of packed ice and you have to mine it to get out. These ice themed mobs only spawn in illager outposts in snowy biomes. If killed he drops "Ice Wand", which can be used to conjure packed ice! This rare item cannot be crafted and can only come from Iceillagers, giving them a sense of magic, maybe they are using long lost powers instead...
