Crafting recipe of smithing templates are wrong

Crafting recipe of duplicating smithing templates are wrong! Only the center of them are diamond and the circumference is the block types they belong to. Although, in recipe, we put diamonds around the template and put a block center of it. It should be reversed. Template should be stay where it is, in mid-top. One diamond should be put in the center and the 7 blocks around them.

  They made it like so to give diamonds a use, so it is like this by design ..
