Add "edit_sign_text" gamerule/permision for Java/Bedrock

I've been helping run a realm for a few years and a map maker, and while this change is great for everyone, it has caused quite a havoc on my friends realm, as well as some administrative head aches, like racist posts on signs that were original had rules. i would like either a new gamerule toggling this feature, or as a permission to give players on both versions of the game. i know many wouldn't like this change, and i find for single player this was one of the best Quality of Life improvements, but has made managing the realm a living nightmare!

if added as a game rule, i recommend naming it "editable_signs" to make it clear what it does.

    Exactly. I think its more annoying on the fact that you can easily missclick on a sign when you just want to open a chest. Or it breaks your AFK farm ...
