Wither Roses should not be Picked up by Endermen

Endermen should not be able to pick up wither roses. Every other block they can pick up is limited to those that naturally generate (with the exception of tnt, though that does naturally generate in desert temples) to avoid them damaging player created structures, yet they can pick up wither roses which must be intentionally placed by the player. This is bad because wither roses are commonly used for things such as mob farms and there is no easy way to prevent this from happening while maintaining their unique functionality. It also doesn't flavorfully make sense since they are normally damaged by walking over them (though I guess that would also apply to cacti).
