Chillager & Icicles

A new mob inspired by the Iceologer. The Chillager would be an illager that spawns in cold biomes and attacks the player by summoning icicles over the player's head. These icicles would resemble and function like dripstone and drop themselves as an item when broken. They could be grown beneath a block of ice that has water above it. Four icicles could be crafted into a block of ice. This rework of the Iceologer would not only add a new mob into the game but also provide a new way of obtaining ice without the use of Silk Touch. Icicles could also generate underground in cold biomes.
