Skeleton struck by lightning turns into a skeleton horseman

Skeleton horses are already rare, and if a lightning rod is used, their spawning is disabled completely. This shouldn't be the way, as using a lightning rod makes skeleton horses hard to obtain. To make it easier to get skeleton horses purposefully, one mechanic should be added that when a skeleton is struck by lightning, no matter if it's natural or summoned by channeling, it should turn into a skeleton horseman.

This mechanic satisfies two purposes: 1) it makes skeletons more powerful, similar to how a creeper is turned into a charged creeper; 2) It makes skeleton horses more purposely obtainable, similar to how channeling tridents make charged creepers (and therefore mob heads) more easily obtainable.
