    If we turn to the experience of ancient civilizations, then the material can be not only cobblestone, but also stone bricks, clay bricks, terracotta. There is absolutely no need for sewers to go down to the level of caves, small tunnels were laid at the level of sedimentary layers (earth / sand), but not stone.
