Make music disc "11" emit a random signal strength when in a jukebox

When a jukebox plays disc "11" it will emit a random signal strength between 1 and 15. The new disk "Relic" can then emit signal strength 11 instead of 14 like in snapshot 23w17. This way every Music Disc has a unique output again (for now).

This feature could also be used to make new randomisers.

  I actually love this idea. I can't wait to see what spooky randomizers the redstone community would make from this!
