Anvils and Enchanted Books

Allow enchanted books with levels higher than the survival maximum be applied to items. For example, if you apply an enchanted book with Sharpness V to a sword via anvil, the sword will get sharpness V instead of sharpness IV. 

Why? Because it'd be very useful for adventure / Survival maps

How? Just, have the items not default to their survival maximum but instead accept whatever is applied

    It wold be neat if we could set the enchantment maximums during world generation at the very least, or and even toggle on/off enchantments being added to the enchanting table or loot tables (for those against mending)
