Add gamerule to disable "Emote Chat" in worlds

Adding the /gamerule "Emote Chat" to normal worlds would allow world owners to decide if they want to have it in their worlds or not. In this article that Minecraft posted, they mention that server owners can disable it, so why not just add it for normal worlds.
