Add "/execute if weather" as execute sub command

Ihave suggestion for a new /execute sub command. In pre-release 1 of 1.19.4 we got the "/execute positioned over" sub command. I think it's great! But this got me thinking about another execute sub command I wanted in the game for a really long time, "/execute if weather". This could be really cool combined with "/execute positioned over". You could check if you're in the rain and not under a block. Or you could check if you're in a snowy biome if it's snowing. Or check if you're in a thunderstorm. I would love to have this new sub command in the game! I already love the new commands and sub commands you put in 1.19.4. Really cool for map and data pack makers!
