Amber would be a deep orangie stone block that when mined, gave you 1-3 amber chunks. Combining these in a crafting table could get you the Amber block (unless you use silk touch which would give you the block upon breaking) The Amber block could be smelted in a crafting table to get you the Deep Amber block (Smooth, gem like amber block variant.) As for Amber chunks. they would have some features of their own. Combining with a honey bottle would give you the potion of lasting which would cause your hunger bar to be instantly filled, and then not deteriorate for the duration. (Potentially a new Archeologist villager would also trade for Amber chunks in stead of emeralds in some trades as well.) Amber could also be used to prevent crops and plants from growing (used for building), animals from growing up (because baby animals are cuter), and could be combines with bones and different leaf blocks to create a fossil decoration block. (About the size of a flower pot, and wouold have a different look depending on the leaf block you use. As for Amber Rarity, it would be more common at the surface than lower down, but be most common around underground fossils. Amber would be rarer than something like diorite, but not to rarer either.
