In theory, phantoms could be a cool mob, but when they attack you solely when you haven't slept for a few days, it gets quite annoying. I think I have a few ideas that could potentially remedy this so that they don't need to be turned off at the start of a new world.
1. Phantoms do not spawn within a 100 block diameter of where your spawn is. This way, you get a buffer zone to do whatever you want in that small area without any worry.
2. They don't spawn every night/they are a more rare occurrence. I think that both the uniqueness of the mob attacks and the good loot it drops (for endgame at least), means that it shouldn't spawn every night so that it would become a chore to tick off every time you're out and about when the sun goes down.
3. They don't spawn within a certain distance (25-50) of any beds placed in your world. This would be good for working on a project away from home, because that 100 blocks from your spawn bed would not be applicable here. I think that the whole creep factor is interesting, but not when you're working on something that is potentially hundreds of blocks in the air. It also means you won't see phantoms in certain places (like villages), which could be used a safe zone.
4. If they come close (5 blocks) they would make a noise and immediately turn around, giving the bed a forcefield effect. This adds a little lore for why they don't spawn in range. It could also be a new odd use for a bed in combat.
