chance for normal skeletons to drop their head

so if the wither skeleton has a chance to drop his head the normal one also should 

the chance would be 5% the double as the wither skeleton 

and can be increased im 2% per level of looting enchantement

    Skeletons will drop their skulls when killed by a charged creeper.

    Any mob. It is also possible to process the skull into bone flour, and the rest of the heads in the composter.
