I think that Allays should have their own gamerule that says whether they can pick up items or not instead of using the mob griefing gamerule. This is because for the most part the mob griefing gamerule is used for hostile mobs that destroy the environment but Allays assist the player.
I don't see why players should have to take the risk of a creeper blowing up their house just to utilise the functionality of the Allay.
Perhaps the mob griefing gamerule could be split into hostile mobs griefing and passive mobs interacting with the world in ways that a player can control - e.g. an Allay will only collect items if you give it an item and tell it to (which is how it already works.)
