A Custom menu to create items with custom enchants or potion effects

Make a menu that you can use to make custom potions or items with enchants higher than survival limits. Also while adding a OP command /customitem to open this menu.

This menu can have like one area for picking items, another for picking enchants, and selecting levels. If the item picked was a was a water bottle, or splashing variant, put an option to have one or multiple potion effects on it.
