(Parity Java) Increase hostile mob rates to match java

Hostile mobs spawn significantly different in Bedrock & Java reducing Bedrock rates, leading to worse mob farms.

    No. I have seen Java vs Bedrock Oceans, Basalt Deltas, and Soulsand Valleys, and more hostile mobs is not a good thing.
