Zone of accelerated passage of time

Imagine a place somewhere in a cave (dungeon) measuring 16 16 16.
In this place, time flows faster:
- plants and animals grow faster
- adult animals can die on their own
- plants can wither (disappear)
- there the player spends hunger faster (even in afk)
The dungeon is generated at different heights and will be rare
