/gamerule riptideinWater

/gamerule riptideinWater [true/false]

If this command is true, players will only be able to use a riptide trident when they are in water or rain. If this command is false, players can use a riptide trident anywhere in any dimension without restrictions. This needs to be added to Bedrock Edition!
