Add scrolling to change flying speed in spectator mode (bedrock)

In Java Edition, in spectator mode, players can use the scroll wheel to change their flying speed. Please add this to Bedrock.

    What spectator mode? Bedrock doesn't even have one.

    Spectator mode in Bedrock is an experimental toggle.
