The warden only hears sounds from entity but skulk block hear sound from anything, they both need ti be updated but I belive that the warden should be able to "decommission" certain blocks this would mean if a block is making noise the warden would attack said block turning it into a broken version l, for instance, if a deeper shooting arrows is broken it would still hold the arrows but have a broken texture and could only fire arrows if put into the crafting table. Another idea for this is the warden can brake the block causing a block to make noise. Ll, if a observer is telling a not block to make noise, the observer would be broken and finial same way the dispenser would be right prevent the note block to make noise
