Rather than using the goat horn to make a loud noise to spook the warden, I suggest we use the goat horn as a brewing ingredient to create the loudness potion. The loudness potion would make the player's footsteps and movements cause a low rumbling sound that would overload skulk blocks and prevent the warden from spawning. It would also temporarily stun the warden for 30 seconds (you could still blow a horn for this effect, but it shouldn't last as long as it is easier to do).
