As it stands, the Impaling enchantment will soon be used to deal extra damage to mobs in water or rain. Additionally, I propose that Impaling could act like a form of Penetration. The higher the enchantment level, the less armor protects against at 6% less damage reduction per level. A full Impaling V would reduce damage reduction by 30%; turning full Protection IV Netherite armor (92% reduced damage) into little better than iron armor (60% reduced damage). While this makes armor less effective, it does not affect shields. This would make Impaling mostly useful in PvP or fighting mobs that spawn with strong armor on Hard difficulty.
