    I think this is kind of OP. AS it stands, Infinity does not work with spectral arrows and cannot be paired with mending. While some could argue that Infinity is OP, we cannot make that same argument when discussing Skeletons.

    so the whole point of Infinity is so we can use the bow without worrying about inventory management all that much, with the rework prioritizing giving XP a new usage while keeping the enchantment useful. the new "abilities" are designed to give the bow new things to work with, while also making room (and reason) for nerfs for enchanting (particularly stuff like making higher levels of power and mending (which is crucial for more OP enchantment combos) Incompatible, while keeping some of the other enchantments available, hence balancing it all out).

    If anything, I feel infinity needs a serious buff, or at least to remove its exclusivity with mending. 

    Maybe something like reducing consumption of potion arrows?
