My idea is that you make a world and server setting that controls the rate of which you can attack, and weapon damage and armor to a reasonable degree. (No toggleable to more than 12 damage per full hit for a netherite sword that is unenchanted) and everything else armor and damage for normal and modded weapons, to scale. This can also control the amount of healing. You should also be able to choose between default scale (The new one) and the scales of healing to armor and damage in 1.8 and 1.17.1.
Mod authors should also be able to make their stuff bypass this for specific gameplay function.
