Also: special attacks would take more stamina.

A stamina system doesn't seem fun to play with. Imagine constantly running out of stamina and being unable to attack. It's also a bit too complicated I think, we could just simply have the weapon cooldowns for 200% attacks as our 'stamina system' like we have now.

I think in terms of new weapons, instead of creating 'short swords', just give the current tools more abilities/attributes to make them useful in combat.

Being able to drink potions multiple times is too overpowered, as you could simply fill your inventory with them in PotPvp and never run out.

I don't see 'critical hit spamming' as an issue. It deals more damage, why not attack with it. Besides there's more incentive to do spam attacks now in the combat snapshot so people won't be critting as much, even though it wasn't really a 'spamming' issue.

Special attacks should just be small things, like Sweeping Edge. Axes being able to disable shields could be expanded onto more things possibly as its 'special ability'. The hoe could do sideways knockback but I wouldn't call that a 'special attack'. I'd rather have small abilities/passives then full on Guilty Gear attacks, this is Minecraft. Also, Shocking Blow doesn't really make sense with the combat snapshot when attack cooldown doesn't matter nearly as much as it does in the normal releases.

No, because this will make PvP duels even longer. Endurance is not a thing, because with spam clicking we will drain it in no time. Cool down is perfect right now. The special attacks don't really make sense, maybe a passive ability for weapons or special enchantment? Also, the potion thing makes no sense, since potions are entire numbers, not decimals, so if the level is a decimal, like 0.6, it's basically equal to 0

Honestly, looking back at minecraft's current combat, this isn't too bad, but there are definitely some conflictions with how combat has been.

Special attacks are definitely something I'd root for, even if they are just some cool effects that do extra stuff upon activation. although they would better off be used by holding the attack button after reaching 200% and either running, jumping, or crouching before letting go, and they would better off be used for more utility type attacks, having a sort of use in combat other than doing extra damage. the critical and charged attacks we have now are fine though, just saying.

the way you interpreted Cooldown is rather interesting, but as said before it would mean PVP duels will take way too long.

the whole sipping thing was also a fun mechanic, but again, It would be hard to code, be overpowered (as opposed to elytra on chestplates, which is just a convenience.), and would annoy players who would want more quicker battles.

If anything, leave it to more experienced minecraft players to give a valid Idea of how combat should be interpreted, and take a page from them if you wanna make some good changes, that's my advice here.
