Slow down Respawn Anchor explosion rate

This suggestion is to prevent people from spamming Anchors all the time. Anchor spamming is very annoying for the players to deal with.

One thing we can do about this is to simply slow down the players' ability to explode the Anchors. This forces the players to use End Crystals more alongside Anchors, which will increase the skill gap for Crystal PvP.
