Water Mining - Enchantment

I think that with the new cave biomes underwater that we should have an enchantment that helps us players mine faster. It could go up to Lvl 4 which would increase the speed about 2x the speed of mining underwater.

This enchant would be like efficiency except it would only work underwater. Like Smite and Sharpness on a Sword "Water Mining" would not be able to be combined with efficiency on a pickaxe/axe/shovel/hoe.

  It would be cool if aqua affinity applied to mining instead of having a new enchant too
