tiered shields should be disabled by their equivalent axes

ie higher level shields would only be able to be disabled by a diamond axe, or lower level shields are disabled for longer periods of time by more expensive axes. perhaps the piercing or impaling would be unable to get through higher level shields on lower levels too.
