I believe there should be a mechanic for parrying when moving and cannot be done while stationary. This would work with both projectiles and physical attacks.
The first split second when holding a shield shouldn't slow you down as to allow players to flash their shields while moving at a normal pace. This can be done while running or walking.
When faced with a projectile coming directly at you, if you time your shield lift and drop just as the projectile hits you then you should not get slowed down. Doing multiple parries in quick succession will get harder and harder.
Melee attacks will be very similar just that knockback will be reduced while increasing knockback on your opponent and you'll have some damage reduction. Doing melee parries in quick succession will be impossible since you will have to have a decent running start (think of it as a player barging into an enemy).
This should be added to give shields a risk and reward mechanic that would encourage high level players to use shields more often.
