The idea is simple: The level of the enchantment is the amount of seconds the chains exist(goes up to level 5). This enchantment is compatible with bows, crossbows, and tridents. When you shoot an arrow, or throw a trident, a mob will be unable to move far away from it, much like a lead. this targets the nearest mob or player that is NOT you. this will not work on invisible mobs. The chains will not break until they are destroyed by the time limit. this is incompatible with Channeling, Multishot, and Infinity. It is compatible with Loyalty(Which will pull in the mob) and piercing, where it chains every mob it hits. This would add something to Pvp, and you can save your friends from falling into a ravine with a trident, or hold down an enderman so you can deal the finishing blow. this could easily be coded as purple leads being summoned to the projectile when in a block.
tl;dr An enchantment that puts a purple lead on enemies so you can keep them in place for a few seconds
