Combat improvements

I love the cool down and I think it makes the game more difficult and less easy. Decreasing cooldown or balancing weapons with old combat would be very strange. Therefore, there would be a game rule command about combat, it would take the cool down completely and help the servers to update to the latest versions. The servers are currently stuck in 1.8 just for the fight. Minecraft combat is great, but I much prefer chaotic PVP. I love the 1.9 combat in survival.
