The extracter block would extract enchantments from enchanted items and turns them into books, but costs 1 book each enchantment extracted, giving a use for books after you completed the enchantment table. In addition, this table would have a durability (21% chance to break, and breaks 3 times). It would also be crafted with 2 emeralds and 4 obsidian and 1 book.
