Potions in stacks of 4 instead of 16

While potions that stack are a convenience, the ability to have 16 potions in one inventory slot affects combat too much, and is extremely overpowered. However, potions that take up one slot each discourages their use in combat. Four potions in one stack is a good middle ground, not being too powerful and not too impractical.

Why not instead just reduce the duration of potions to 1/4th of what they were? In my opinion, there's nothing unbalanced about stackable potions except that they make most extended potions obsolete. For example, if you can have 24 minutes of Strength II in a single stack, why bother extending your strength potions with redstone?
