Nether Portal Travel for the Y coordinate (New world height limit)

The new height limit 384 , Divided by 3 equals 128 (Nether Height). Have this directly reflect nether portals when in the overworld for more accurate portal placement [Besides all nether portal generation where a portal prefers to be placed on the ground]. Unless Nether height is changed as well which is fine too.

  Sadly, it is confirmed they aren't planning on changing the nether/end height limit for this update.
