The ultrawarm dimension setting is what dictates that the nether, or a custom dimension, will cause water to evaporate immediately, and sponges to dry immediately, upon being placed in said dimension (except in a cauldron).
An "ultracold" option, would then cause water to immediately freeze, becoming (normal) ice blocks which do not create water when destroyed. Lava, when placed, could similarly become obsidian, or some variation thereof (such as crying obsidian or the old glowing obsidian block).
