New decor block: Amethyst Chimes (or Weather Chimes)

A new decor block that acts as a decoration and a indicator for when a storm or rain is coming. Crafted with an copper ingot at the top, a string under the ingot, than amethyst under the string. It gives off the same light level of amethyst crystals, and they make a soothing, calm, and slow chiming sounds, with little waving animations, as if flowing through the wind. It can be heard from a good distance away, and by listening and following the sounds of the chimes, you could find your way back home if you are ever lost, but not far far away from home. Right clicking the chimes will give off a slightly louder and more aggressive chime sound, almost like in real life, where when you sway your hand through wind chimes, they clash together and make more noise. Basically like right clicking a bell. It can also be used as an early early indication of when a storm or rain is coming. The indication will be before the sky turns dark. What these chimes will do is they will start swaying more aggressively and the sounds of the chimes will be more rushed and loud, like the wind pushing them around more aggressively. This will continue on even throughout the storm, until the weather returns to clear. This would be more helpful to let players know to prepare, or get inside. It basically acts as a extra time giver in addition to the sky getting dark, because you would know beforehand before the sky gets gloomy.
